Hoover steam vac clean surge

so i borrowed this from my friend and didnt really know how to use it. i filled up the tank with the water and cleaner and pressed the button and cleaned the carpet, but there is no dirty water in the recovery tank. i must have done something wrong. how do i use this thing?

The recovery tank lid isn't locked down all of the way around. The foam filter on the inside of the tank lid is up too far, needs at leasat a 1/4 in gap from the top. The filter screen by thye indicator is clogged. Some have a duct that sits in front of the recovery tank, either it isn't there or not pushed down all of the way.
