If the laptop does not find the operating system on boot up it's ether the HDD has failed or the Operating system is corrupt the only answer is to reinstall the operating system or change the HDD.
You could try getting into the Bios on boot up normally by pressing F12 after pressing the power on button and checking if the laptop is seeing the HDD.
I say F12 but without knowing the laptop model it's a guess.
It should tell you on the boot up screen which function key to press to enter the Bios.
Once in the Bios check to see if the HDD is listed if it is the laptop is seeing it so it should be a simple matter of reinstalling the OS if its not then the HDD is faulty you will need to replace it and reload the OS.
