In short you can't. It is usually only blocked for 3 reasons.
1 It is stolen and the owner has had the IMEI number registered as stolen via his cellphone provider and the police.
2 It is stolen and the company that owns the phone has registered it as stolen. You don't own a phone unless you pay full price, or finish the stated contract.
3 the phone is on contract and you haven't paid your bill and the cellphone provider still owns the phone under contract.
The IMEI number is the ID of the phone and it is in the firmware of the phone. It can't be altered and until you resolve the reason why it is blocked, it will remain that way. The ID was added to the phone to stop the global problem of cellphone thefts.
If you bought a stolen iPhone, you should bring it to the police. Maybe the device was reported stolen. If the police sees the IMEI code in their computer, they can contact the owner of the iPhone. If you payed for the phone, and you didn't know that it was stolen you didn't do anything wrong, but it is not your phone.

you cant unblock a blocked imei due to the fact that the previous owner of your iphone decided to report the iphone as stolen and get it blocked (which i am suggesting that the phone is stolen). If you try to call whoever company then they wouldn't be able to give you any information on WHO blocked it due to data protection act. you can report the phone stolen to the police..they will enter is into that national database and call your provider and let them know it was stolen. if the phone is unlocked, all the person has to do is put a valid sim in it and the phone will work for them. But if they get caught by the police at least it will be reported stolen.
