If you bought a stolen iPhone, you should bring it to the police. Maybe the device was reported stolen. If the police sees the IMEI code in their computer, they can contact the owner of the iPhone. If you payed for the phone, and you didn't know that it was stolen you didn't do anything wrong, but it is not your phone.
Maybe you don't like this answer, but it's the most fair thing to do.
If it was stolen, it is very unlikely that the thief will return it to you. If it is recovered, the agency recovering it may be able to return it to you if they can find out how to contact you. Dont count on it. In many juristictions, the phone company can not reveal the personal information of their customers ... like your phone number or your name etc. No one cares about your imei right now.
The very best thing for you to do right now is call your service provider - the phone company - and report the telephone missing and get it turned off before someone charges a small country to your account. Next, call the police department and report your phone missing so they will not trace a crime back to you inadvertently.
The phone company has all the informkation on your phone and they will know if someone is trying to use your phone in their name. Whether they will report that to you or law enforcement is part of the "great unknown".
Your data on your phone is the very least of your troubles right now ...
If you have phone insurance, contact that carrier and report your phone stolen. In my experience, my phone insurance carrier has had a replacement phone to me in less than 24 hours. If you have such coverage, your experience may be different.

Contact your network provider and ask them to block your IMEI number. This will prevent the thief from using another SIM card in your phone. The phone will no longer be able to make calls unless you authorize it to be unblocked.
While you are talking to your network provider, write down the IMEI number of your phone then make a report to the Police. Sometimes stolen phones are recovered and returned if the original owner has reported it stolen.
Since you have recovered your stolen phone, you can contact your service provider or the same person you have contacted to have it blocked on the first place. They may require you for some documentation especially the proof of purchase for this product to have it unblocked.

PUKs, or personal unblocking keys, are used to unblock a mobile phone which becomes blocked. you cant unblock a blocked imei due to the fact that the previous owner of your iphone decided to report the iphone as stolen and get it blocked (which i am suggesting that the phone is stolen). If you try to call whoever company then they wouldn't be able to give you any information on WHO blocked it due to data protection act. If you're the person who blocked it, you can simply call in and ask to unblock it as long as you give proof that you're the owner. Hope this helps.
