The games are tied to his account because thats the person who bought them. the only way to play them is from the previous owners account

You must make sure your PS3 is activated for your game DL's. Here is how to do it. At the XMB, sign in to PSN. When you do, a tab will open up that says account management. Scroll down to System activation. There, you can select to activate/deactivate your system and PSP for games and DLC content.

System 8010850f

I think this is the error that says to use this content you must activate this system. And it doesnt allow you to play demos/games.

For this sign in to PSN on your PSP. Select account management > activation > games and then activate the PSP.

However PSN will still be down in some regions so you may not be able to do this till its back online.

Iam trying to download my games to my psp go that I already have downloaded to my pc but when I put them on the psp go I get this message "this content cannot be accesed on your account so what do I...

This problem is usually associated with your PSN Account that is registered with the game you purchased. Try the following:
1) On your PSP Go, go to the "PlayStation Network" Icon and set up your PSN Account name so that it is the same as your PSN Account on your PC. (I'm under the assumption that you accessed the PSN Store via your PC and bought the game instead of using pirated software.)
This should allow your game to be playable since it's under the same PSN account name.
If this fails to work, there are ways around it.
2) On your PSP Go, if your PSN Account isn't identical to the one on your PC you can remove that account from your PSP Go. If your PSP Go doesn't have an account, the game can be playable since PSN has no way of knowing if the game is yours or not.
To do this however, will most likely require a format of your PSP Go so make sure to back up your data.
To format simply go to "Settings" then scroll down towards "System Settings" click on it, and then scroll down and click on "Format Memory Stick".
(NOTE: This will erase all of your data so make sure to back up all your Photos, Music, Videos, or any save content on your PC or USB Drive. As for game purchases, those should be registered on your PSN Account so you don't have to worry about those.)
Thank you.

I have a PSP Go. whenever i try to open a game it tells me to activate system 8010850F. how do i activate it?

Found a possible solution on some other forums

For games the "to use this content, you must activate the system (8010850F)" message can be removed, and access to your downloaded content allowed, by either

1. signing in to PSN on your PSP then selecting account management > activate/ deactivate > games

or

2. connecting the PSP to your PS3 bia USB and signing in then selecting account management > activate/ deactivate > psp > games

I got it from this thread http://community.eu.playstation.com/t5/Technical-Support-Help-Advice/PSP-quot-to-use-this-content-you-must-activate-the-system/m-p/9991383

When I try to transfer a video from my psp to my ps3 its says you must sign in using the account of the person who owns this content. Does this mean I can only transfer the video if im on line?

No it means you must be using the same PSN account with your psp and ps3. Because from what im reading your "video" was purchased on the PSN with the psp. Next time you purchase a video do it on the PS3 then transfer it to the psp, it will have less issues that way.

The main thing is to make sure everyone who uses your PSP knows not to turn it off when it is accessing the memory card or UMD

If using PS Store on PSP, sign in to PSN, then go to Account Management, and there should be something that says "Activate/Deactivate system".
If using Media Go!, then follow the similar steps.
