SOURCE: 20 inch T.V.
I have had past experience some years ago with new or fairly new TVs which had vertical deflection failure. I suggest Checking all coupling capacitors on the circuit board around the vertical deflection circuits. One way to check is to turn the set on and slightly warp the circuit board and see if the deflection restores. I have found bad solder joins in several sets which lost the Vert. deflection and was simply repaired by re soldering the connections.

You either have a bad buffer board or a plug that has gone bad. Being that the line is that wide I would almost bet that the board is bad. Have a repair shop check it out. Thanks
