You may be able to boot in safe mode and discover the problem that way. You may want to check the battery, and the power cable, but I assume you already did that, so if the safe mode reboot wont work, it is possible that the hard disk crashed, or you have another hardware problem. Try booting from a windows install CD, or a Linux CD, to see if it can boot at all. Then you may be able to see the hard disk and determine if it is crashed or corrupted. Also, sometimes removing the battery and pulling the power cord out for a few moments can allow it to restart.
