You would have to do a lot, and I emphasize, A LOT of work, but anything is possible, it sure as hell is not going to be a plug and play situation, your talking drive train swaps, and much more. And if you intend for it to be road legal, some states like Colorado (where I live) it is ******* to replace an older motor, into a vehicle and it be considered "street legal" this is all to the discretion of the vehicle inspection for titling purposes. Honestly I don't know why you would want to go to a 350, the 5.7 is stout, and has tons of upgrades for power and reliability.

discuss the problem with the customer relations department at GM head quarters on line
Statistics show that the most dangerous seat in the car is the passenger seat ( 80% deaths ) so it would not be a good idea to disable it
why does it have to be disabled
Is this an issue with your local dealer service centre
Maybe it is an issue that should be sorted out with legal representation as the car will not be road legal with an inoperative air bag and that is jail time for an person driving the car with the knowledge that the air bag is disconnected.

Check for this with you legal council. The laws were altered some time ago but basically if the road is fenced there is a problem as liability may be with you
If the road is not fenced it may be with the stock owner
I repeat check with the legal council as there may be some grey areas.

I really don't think your city ordinance has any authority whatsoever upon your driving privileges. Matter of fact, the two have nothing to do with each other. You need to speak to an attorney. May be variables involved which involve your city or county laws in place which permit such penalties when addressing property blight situations. good luck

Presuming that you have installed your new headlights (By the way, as an aside if you were in the OK 90w/130w lights are not road legal, are they legal where you are?) but they are still dim then there is a high probability that the output from your altenator is low. It could be faulty or simply need adjustment (There is a regulator on the altenator that you can adjust, but I'm sorry, I'm not familiar with the procedure).

I would suggest that you put a meter across your battery and check the voltage with the engine running. If it's not around 13 volts, you probably do need the charging system checked.
