This happens when your monitor cannot detect a VGA or Digital port, either on the monitor it self or at the video card. If you don't hook it up to anything at all and turn it on it will do this.
First make sure that you have the cables properly connected to the monitor and to the video card using either a VGA port (blue one) or the Digital port (grey or white one). If this doesn't fix it move on to step #2.
Try troubleshooting your video card by hooking up another monitor (if available) and see if it too is inactive. If you test with a proven functional monitor and it wont activate then you are most likely looking at a faulty video card. If your test monitor works, you may be looking at either a faulty cable or a faulty brand new monitor (it happens).
**Note: craigslist.org in the "free stuff" section is a great place to find free CRT monitors for free if you don't have one to use yourself.**
Also try to hook up your Samsung monitor to another PC (if available) to see if you get different results. If you do that and it works, that is a sign that you have a faulty video card in the first PC.
**Note: Depending on how you are trying to use your monitor (PC's only monitor, or as a secondary monitor for a PC or laptop) you may need to make sure that in your display settings you have the box checked that says "extend my windows desktop to this monitor" (Windows XP). If you are intending to use it as a secondary you will need to have this box checked or it wont be recognized.**
If you determine that the most likely cause is that your monitor or cable supplied are faulty, Samsung or your retailer should help you get a replacement. Both will ask you to verify the results of steps 1 and 2 before honoring a warranty.

I've had same problem and I fixed it!
With good CCFLs, clean supplying voltages, all good capacitors and resoldered junctions, the backlight still turns on for fraction of second and goes off.
It is in the Power Supply / Inverter board. In the Inverter part there are two dual n/p-MOSFETS U3 and U4 (models STS7C4F30L, SO-8 packages). I've found they both have too high ON-Resistance (perhaps due to age and constant overheating). All you need to do is to replace them. I've checked many models and found closest by Rds and IDcont (continuous drain current) are IRF7389, you can find distributor by findchips.com, but I've bought them at newark.com, they're cheap.
The hardest thing was to unsolder old chips, they are glued to PCB and because of overheated material under them, the copper could easily go apart. Therefore, the best is using fine tips cutters, cut off all legs one by one and then take chip body off the PCB and take legs from pads by iron. That's all you need. After that my monitor started working as new even with old CCFLs. Good Luck!
