what is your operating system?
For windows user:
1. Insert your CD in your DVD/CD-ROM drive. (*Note that DVD disc can only be read by DVD drive.)
2. Open your explorer (Start Menu -> My Computer), then look for DVD/CD-ROM Drive. Browse your pictures. Select the picture and copy.
3. Go to your explorer, open drive C: or D: then paste the picture to where you want to save it in your local drive.
Your windows operating dvd installer is damage. It just the CD/DVDROM drive cannot read your DVD installer because it have too many scatches in your DVD. Just get new OS dvd installer and repair your windows 7 operating system or reinstall the operating system.
If you are saying D drive is your CD/VDVD drive? If you are installing from CD/DVD drive then suddenly stop the installation/setup/loading you must check your disc drive. To check your cd/dvd drive insert a cd or dvd cleaner and start cleaning most of the cleaner has a movie inside of the disc and run for about 10 minutes. Then try again installing/setup/loading the program to your computer. If its still the same, replace your CD/DVD drive with a new cd/dvd drive because your cd/dvd drive is need to be replace. You probably do not have a DVD drive. You cannot Run a DVD in a CD drive but you can run a CD in a DVD drive. This a huge advantage of the DVD drive over CD drive. The Windows 7 should be on a DVD which will not run in a CD player.
check whether you are able to boot fom operating system cd/dvd, if you are able to boot fom OS cd/dvd, there is no hardware issue, if unable to boot = Replace optical drive

CD/DVD drive drivers are Operating System generic drivers and need not to be installed explicitly. The CD/DVD drive drivers are installed along with the Operating System and can be reinstalled automatically at next restart, if missing.
Check in the Device Manager under the "CD/DVD drive" category if there is any device listed there and having exclamation mark. If there is any exclamation mark visible beside the CD/DVD drive name then right click on it and restart the Computer.
Restarting the Computer will reinstall the CD/DVD drive driver thus causing it to work normally.

Try using a good quality DVD cleaner first. The lens for cd/dvd are different so one may work if the other is dirty. If cleaning does not work then the dvd lens may be out of alignment or broke. With today's prices it is cheaper to replace the drive $30-40 than try to repair it. Hope this helps.
