Manual meat grinder no longer provides suction

I have a manual meat grinder made by Rival (series 358) whose parts are all operational except the rubber vacuum base no longer maintains suction. This rubberized base is intact but it appears to be relatively flat. Any suggestions? I have looked for a replacement base but no luck.
