Question about Samsung Televison & Video
The image shimmers because the panel driver board - the one that converts the data coming from the image processor in the actual data displayed by the screen: Y-sus and Z-sus for a plasma, t-con for an LCD - is about to die, a component is failing. You need to open the tv and test the board to identify the failing part and replace it if possible - if not then the entire board will have to be replaced for a cost of about $100 plus labor.
