the new ge fan requires its own capacitor, the brown and the brown/white go direct to new fan capacitor. black to relay (leg one of power) purple to relay (leg two of power. the compressor will have a wire to the relay and the other to the herm terminal. you now will have nothing to the original capacitor fan terminal.
The new motor will have the diagram showing this. you need the capacitor that goes with the new motor. the grainger guy should have sold that to you with the motor.

You have to replace the capacitor whenever you replace a compressor. You may have a bad fan motor as well usually when capacitors go bad the motor isnt far behind. This unit will have a dual capacitor for the fan and the compressor and yes one side can go bad and the other side be good. Replace the capacitor and let me know

Should the wires coming from the run compacitor have power

The run capacitor is not a mechanical device, so the clicking that you are hearing is not actually coming from the capacitor. If you the wires going to the capacitor, (isolate the capacitor), you can check the microfarad rating of the capacitor to ensure it is still good using a multimeter. Hope this helps.

Outdoor fan motor is not coming on in central air unit.

Do you hear the compressor run for awhile? If so then check the compacitor for the fan. Or check to make sure the contactor wires is Not broke.

OUTSIDE UNIT OPERATES BUT FAN DOESN'T TURN AND UNIT DOESN'T COOL.

the motor could just be locked in place from sitting...take a stick or something and try to see if it spins be sure of rotation! you can also give it a little nudge while it is on and it will take off! if this happens then you have a bad start compacitor but no there are no fuses that only protect the motor!

Brand new kenmore elite dishwasher won't start, does nothing.

May be a wire off motor compacitor. You can't see it from the front. The compacitor is facing the back of the dishwasher. You may have to un-install it to check or use a mirror and flashlight. It's located behind the motor on the left side looking from the front of the machine.
