SOURCE: It now won't flash!!!
It sounds like the reset button on the inside was not pushed. There is a small reset button on the inside. Bring it back to a Fossil Store so that they can open the back and take it off. When you bring the watch back, tell the associate that you would like them to try resetting the watch from the inside.

The Li2248 is the original kaleido watch and takes a single flat round inexpensive CR2016 battery. It is worth replacing it as they usually last for many many years, unlike the newer Kaleido two watches that take two batteries that together only last about a year. Walmart will usually let you borrow their tool to remove the watch. This one is very easy to remove with the tool. Walmart will likely not remove it for you since they did not sell it to you but I have been to many Walmarts in many states to readily loan the tool for you to use at the counter. IT is a special adjustable wrench that will set in the indentations on the back of the watch and then rotate counterclockwise to unscrew the back off. Once inside, you do need a very tiny screwdriver to LOOSEN, do not remove, the screw that holds the bracket against the battery. Once the screw is lightly loosened the bracket slides out and away from the screw and you can then easily remover the old and place in the new battery. You then retighten the tiny screw and then screw the back of the watch back onto its case by hand at first and then with the watch tool to tighten it. There is little chance of damaging the watch or loosing your waterproofing if you can get access to the watch wrench.
I have just opened a blog site devoted to answering questions about Fossil and gametime sports watches especially the sport logo watches. The blog site is sport logo watches blog at http://sportlogowatches.storeblogs.com/ I am putting together a pictorial on how to replace the batteries in the Kaleido II watches but this is quite a bit more challenging than yours. Good Luck!

Your description of the problem is not clear but if it is not running properly and is within the warranty period, then take it back.
If it is outside its warranty period then a watch repairer will sort it out for you.

check batterys are not faulty, but i think you need to AC the movement,ok. refit both batterys then onthe movement itself there should be two letters AC or AR or sometimes AS and close to these letters a small area no bigger than 3mm in diameter you need to place one prong of a pair of tweezers on this area and the other prong on the movement itself make sure its the metal part of the movement do this at the same time like tapping two fingers together on a desk but remember you may need to do this a couple of times
