This watch sets itself to WWV as this tech from FixYa has previously explained:

This is a neat watch. Here's a review explanation of it from Amazon.com:
Amazon.com Review With an advanced time-telling mechanism that manages itself, this La Crosse Technology metal watch keeps time with absolute accuracy. Equipped with an internal antenna, the watch reads a radio signal transmitted from WWVB in Fort Collins, Colorado. The station, in turn, receives its signal from the National Institute of Science and Technology's atomic clock, which is accurate to the 10 billionth of a second. Transmission is continual and automatic, so the watch readjusts itself, even allowing for shifts due to Daylight Savings. It also displays the day of the week, the date, and the month. Customizable settings allow you to set your time zone and choose between a 12- or 24-hour display. Water-resistant, the watch comes with a metallic blue butterfly clasp and stainless-steel band that can be adjusted to fit most wrists. The battery should last three years or more--a low-battery indicator signals when to change it. Please note: The watch receives the WWVB signal in time zones GMT-4 (Maine) through GMT -10 (Hawaii) only. --Emily Bedard Product Description This watch is set by the US Government Atomic Clock, meaning it will continually have the most accurate time. This watch also will change time automatically during Daylight Saving Time. Excuse the stuck font, but this is a neat piece of technology! Enjoy!

Why won't my PC power-up?

Firstly you should not unplug your computer for long times. Inside is a battery to keep the BIOS alive. When you unplug it, it flattens the battery and if left unplugged for a long time, it kills it. This means that the BIOS now starts in default mode, which can lead to many problems because all the custom BIOS settings are now lost forever or until you or someone else change them.
Change the battery on the motherboard and try again.
The reason why the LED was flashing then stops, is that the battery has a small charge enough to be stable. Now that your BIOS battery is dead, you will never be able to charge that battery again, so replace it.

Flashing display

I just had this problem. Put it to the chronograph, pull out the crown to the 3rd position, press the A+B buttons at the same time until everything on the display comes on.

Push the crown back in and the watch will be totally reset. Should be fine after that.
