Question about Garden
It sounds like a fuel problem. You might check your fuel filter. You can try spraying starting fluid in the air cleaner when it starts to stall. If it picks up rpm then it is for sure a fuel problem. It that is the case, it is more than likely a fuel filter. Could be a vacuum leak where the carb attaches to the cylinder, or bad gas. The carb could have a spec of dirt in the main jet. But the carburetors on Briggs are pretty simple. Also could be the fuel pump. I would check these things. If it is an electrical problem the mower usually doesn't start at all. So I am thinking that it is a fuel problem.

This condition is typically caused by something restricting the main jet in the carb or old fuel. (much more than a month old, that is) I would drain the fuel system complete. Also, remove the bowl and clean that out as well. the bowl nut is actually the main jet and should be cleaned. A can of carb spray works nice and easy or compressed air will do. Let some fresh fuel run through it and possibly change the inline fuel filter ,especially if water or debris found.
