Interesting question. We have solar too but never got around to learning how to read the meter itself as I usually look at the on line (phone app) for the solar production. Reading the meter can give you the actual amount you will be charged if you have the 1st of the month reading and the end of the month reading. With a bit of math you can subtract the amount your panels produced to the amount you used. That's the basics used on your electric bill. Though they do add in the tax, fuel fee, and Admin charge. The fees are usually only charge if you used power in excess of what you produced. But they will always charge the Admin service fee which is about $18 in Hawaii. I've heard similar (under $20) charges in other states.

* Yes, a bit confusing and requires you to gather up your old electric bills to get all the numbers. I generally look on the bill for the daily K-watt usage and compare that to the daily usage. We use 42 Kilo watts per day in our home. If the solar produces 42 K watts today then I have an idea that we produced enough to cover today's power usage. Rainy days will produce less be may be compensated by several sunny days. The summer is always best as the sun shines all the time. No worries. Usually the first year after a new solar installation. The customer will incur some months with a higher bill (but still lower than a non-solar billing). But as the year progresses into the summer (or sunny months) your bills will lower usually to the Admin charge level. It will be higher if you have an under power demand system (or under sized system, BELOW what your normal usage is.)
Next year you will probably forget about checking and reading as the bill will settle.

You may have a radio where the AM limiter has been defeated which can cause all kinds of issues. I would first check the mic is wired right and does not have a problem, the radio should have output with a tone to it on sideband--wattage up to over 20 watts on SSB is normal.

I don't understand everything being asked, so add a comment any time.

Problem1 is excessive electric bill.
Suspect is new 120Volt Taco recirculation pump.
Look at motor nameplate for amps and watts and HP. Taco pump is usually robust 1/3 HP which is 252 watts or same as running four 60 watt light bulbs.
If pump runs 18 hours per day x 252 watts = 4536 watts or 4.5 Kilowatts per day
Buy a kill-o-watt meter that plugs into outlet, and plug Taco pump into the meter for 48 hours.
This will give you total watts used for that time period.
1000 watts = 1 kilowatt.
Electric bill is probably 12 to 20 cents per kilowatt.
So if Taco uses 4.5 kilowatts per day, that is $.54 to $.90 per day multiplied by 30 days.
So cost is $15 to $30 per month.

Problem2 is Taco runs too long.
Taco operates either by thermostat or by timer. You choose which mode by using slide switch that is usually located under the timer dial. Set switch to TIMER to use timer, and ON to use thermostat, and off to turn TACO off.
If Taco is set for thermostatic operation, the Taco might be defective. Or there could be crossover problem at single handled faucet.
Another problem could be air in the water line: install air vent.

In answer to your question, no, it is no a problem with the final. I would try turning the ALC control (VR12) until you have 45 Watts out. (Ref Magnum S9 alignment procedure on CBtricks.com.

What kind of meter do you have. That may be correct If it's an rms only meter that's all it will show it won't show the peak wattage. You would need a peak reading meter. If you do have a peak meter then check your swr's. If they are high then it will hurt the output of the radio. We. Dont charge to check out any radio.

The magnum S9 is factory set for the 10 Meter band but can be "tweaked" to get up into the 11 meter band...

The Magnum 257 is a 10-meter Amateur radio, but it can be easily modified to operate on the 11-meter CB radio band. The modification and use of this radio on the CB frequencies is, of course, illegal. To modify one of the newer blue-faced models (this will not work on the original yellow-face models), remove the speaker side cover and look for the CPU board in the front of the radio close to the mic connector. This board has four sets of pins and a jumper that fits on the pins. To convert/expand the radio, move the connector to the CON3 position. This will give you frequency coverage from 25.165 to 29.699 MHZ, and the CB frequencies will be on Band E of the radio. Again, this modification, and use of the radio on the CB frequencies, is illegal. This modification information is provided for shop/calibration and experimental use only.

Generally All CB Radios will only push 4 watts. This is only if you have a SWR of 1:1

You need schematics and a good peak reading watt meter. You can do damage if you don't have eqipment/knowledge.

There is no factory made 10 meter CB Radio made for US use. CB Radios use 11 meters, and the FCC doesn't allow the combination of 10 and 11 meter radios combines. Although, many people modify 10 meter radios to work on the 11 meter ( CB ) band, it's not legal. Good Luck
