You didn't say what kid of model you have ,If its a top load you could very well have a clutch that is not working correctly (slipping) you could try putting in a very small lite load and see if it spins out any better if it does I think the clutch is your issue

Not heating

If you can hear the dryer start and operate but at end of cycle your clothes are wet then it is likely (assuming the heater is turning on) that the fluff collection on the condensor unit is blocking its operation.
Refer manual at this site and follow instructions on page 20.

The heat is there but it doesnt dry the clothes

You have one of 2 problems. Your clothes are getting put into the machine too wet because the washer isn't spinning them out all the way. Or you have a clogged vent causing the unit to take too long to dry properly because it can't remove the moisture properly. Check your vent outside to see how hard the dryer is blowing the air.

My daughter in put a load of wet clothes (not completely finished spin cycle). Now dryer doesn't heat the clothes but seems to have all other functions.

Try running the dryer empty to see if the elements are heating. With the weight of wet clothes it is possible to trip the overloads.

Hotpoint WD860 - Clothes wet through after washing cycle

the motor controller is not telling the motor to go into high spin RPM.
This can be a failed pressure switch or controller itself.

Dripping wet clothes

will be an UNBalanced load, maybe there was not enough clothes in the load so in that case the drum would not be able to distribute the load evenly so gave up on the spin, hence wet stuff!
