it could be that the display goes back to the room temperature ..you have set it already at 64... it is just going back to display the room temp..

the unit may be drawing the cool air it just released back into itself,plus the air close to the unit may be a little cooler than the air in the rest of the room.

About the only thing can suggest is see if a lamp or other will work in the outlet that you have the AC unit plugged into.

its telling you the room temp that is been sucked into the evaporator.its normal for this to happen.once you set the temp you want.it stays there untile you change it.but its all good.

Wash out outside coil from time to time.This is the most over looked part of window units. Take care not to spray water directly into fan motor. If not real humid in house check temp coming out of ac inside and make sure filter and coil are clean. run on high speed and the air should have good force. 20 to 30 degree temp drop of room temp should be about right. Much depend on outside temp and humidity and indoor humidity plus insulation factor of area. How many people are in the area and if you keep unit on day and night .
