If it is new you may need to adjust the fill valve so that there is enough pressure on it to shut it off. It may have also got some dirt into the fill valve not allowing it to shut off.
If it has been in service and has just started doing this you may need to simply change the flapper on the flush valve. Make sure you get and exact Toto replacement.
