I would first suspect the volume control potentiometer, but I don't understand why it only turns down, and especially how it gets turned up in order to be turned down. You will have to measure the potentiometer while turning it up, and see if the meter jumps to a high resistance. If it does, it's bad and should be replaced. If it doesn't, the unit will have to be troubleshot with a signal generator and oscilloscope.
You can try to spray some electrical contact cleaner and try to restore it's operation. Aside from that, the unit will need servicing.

Sony rm ss251

As all other buttons works properly except Volum Dn, the problem is with the remote control itself. Clean the remote control and check. To clean it, you have to open the remote control. If it too doesn't help you, buy one original remote control from the authorized service center for Sony. No universal remote control will go properly with Sony TVs. TV remote RM-ED002 for main TV works fine except volume control which has no effect. Another Sony remote, RM-ED007 for second TV works fine on main TV including volume control.

I had the same problem with sony remot control RM-ED002, take remot control apart and clean inside with damp cloth and dry with kitchen towel, thats it now use it! ;-)
When i opened mine it was some kind of moisture under volume and channel buttons, cleaning and drying it helped.

I have a new TV Model 47PFL3603D/F7 and am hooked up to comcast digital box and cannot figure out how to get my comcast remote to regulate the volume. I have the set on channel 3 and everything works...

Usually on a universal remote (after programmed) the volume is controlled by pressing the cable button then adjusting the volume. When you turn your tv on by pressing tv power---then flipping through the channels by pressing cable--channel up or down. The remote (in my experience usually only controls the volume while in the cable mode)

Opening the case of a JVC Remote Control

Not having seen that particular one, remote cases usually have a couple screws under the battery to lock the case together and then a number of plastic tabs around the perimiter that hold the joint closed. find the screws (sometimes they hide them under labels) - I don't know what it is about screws that manufacturers don't like to show. Either think they are not cosmetic or don't want us take-it-apart maniacs to get in. Anyway, get the screws loose then (this is the hard part) carefully pry open the case joint, feeling where and how the tabs snap out and then be careful not to have everything inside go flying when the last one lets loose. Almost impossible to not leave little gouge marks in the joint.
Hope Ya Fis It!
