A program that is set to be loaded at boot is corrupted - one of its files is missing.
Install this program first

Launch it, click on Utilities, click on Admin Tools, click on Startup Manager - in there you will find all programs that are set to be launched at startup. Untick all and click Apply. Now reboot. If you still have the same warning then the file is from a driver. If not start ticking the programs one by one with a reboot in between until the message returns - uninstall the last program and if you really need it then download the latest available installer to load it again.

It looks like it is trying to display a page called 'overview.html' and not finding it. Sounds highly suspicious to me.

If you want to find it;
Go to 'my computer'
click on 1) C;
2) click Program files(x86)
3) click on Cilo
4) clck on system
5) click on Shield
Look in the directory and there should be a file called sshtml.dll

From a 40 year veteran of Home Conputers; If I were you, I would REMOVE / DELETE it completely using 'programs and features' in your Control Panel.
You are looking for TWO things to protect your PC 1) Antivurus 2) Anti Malware
Use a REAL antivirus like 'AVIRA ' Or 'AVG' or 'avast' to protect your PC. They are all FREE and VERY reputable to keep your machine virus free.
I would also use. Malwarebytes. here http://www.malwarebytes.org/
A reputable FREE Malware Scanner.
Use both of the above once a week and you will be fine,.

Minimize the game, even if it freezes, and click cancel on the error box\s that say they can't load whatever file. It will more then likely work then for whatever reason. It's what I do on Windows 7 64 bit to make it work.
