Remove the rope case and see if it is the mower -also - remove the spark plug and try it - also - - after removing the spark plug - also -try spinning the blade. If you remove the top you will see the problem sooner.

I have a toro self propelled 22

There should be a smaller black wire that connects to a tab on the coil, this is the kill wire. disconnect it and check again for spark. To check the coil with an ohm meter: connect one lead to the steel core of the coil, this is the part that is closest the flywheel. Connect the other lead to the tab that the smaller wire connects to. You should get a very low reading of about 0.5 - 1.5ohms. Next move the lead from the tab to the conductor in the spark plug boot. Here you should get around
2.5kohms - 5kohms

take the top cover off the engine. you will see the coil on top there. unplug the wire that plugs into it. put the cover back on and try to start it. if it starts it is not the coil. try a different spark plug first. pull the cord with the plug out to get all the gas out of the engine.

Toro Electric Start Problem

Remove spark plug and observe condition. Fouled with oil, bad motor. With plug removed pull rope several times to blow out cylinder. Spray WD40 in spark plug hole, pull rope several times see if oil blows out. Spray a lot of starter fluid in spark plug hole, replace plug. Spray starter fluid in air cleaner area of carb, try to start. Replace spark plug, try to start. Ensure oil is full, all mowers have a low oil sensor now. 30w oil. Always use Stabile in gas.

TORO Model 20016 6.5 hp GTS Engine pull cord is stuck and won't pull out more than 5 inches

Did you check under the deck for clogs? If its not clogged, DISCONNECT the spark plug wire, and try to turn the blade by hand... Oh yeah, did I mention DISCONNECT the sparkplug wire FIRST! If the blade won't budge, you might have a seized engine. If the blade does move, the problem is in the starter recoil. Rewind the starter string, and check the spring for damage. Good luck!

New battery won't take charge

Hello, and how are you. It could possibly be the charger itself If everything else seems fine. If all wire connections at the starter and the battery are tight, clean and no cuts any where on the wires them selves.I would try a new charger. Another thing is you could see if someone could check the wires with a meter to see if there are any unnoticeable breaks in the wires.
