Your compression release is not working as it should. On some saws, the compression release is a manual lever / button that is pressed before starting attempts. Sometimes it is tied into the choke. Other saws have an automatic compression release, based on a centrifugal cam.

If you are able to rotate the engine through the compression cycle, then the release "lobe" is likley worn. If you are not able to rotate the engine through the compression cycle, then the release mechanism is jamming.

Have intermiate starting problem. Sometimes will start up and sometime cranks several attempts then will try and start then once finally starts after many attempts will chug for a few seconds then runs...

Sounds like you may have a fuel injector bleeding off when you shut it off, causing a flooding problem. If you can test the fuel pressure to see if it loses pressure after the engine is turned off that would help diagnose the problem. Depending on what vehicle it is, it could also be a bad fuel pressure regulator.

Engine won't turn over

More info is needed. Does the engine CRANK? In other words does the starter spin the engine over but not start? If it fails to crank, it is a starter or battery problem.

My 2000 Jimmy won't start, I can hear the fuel pump running and then shutting off before I attempt to start the engine. I also hear it running while I attemp to start the engine. The engine won't start...

The pump is working normally the reason it stops before you start the engine is it has built up enough preasure and cuts out. When you turn over the engine it starts up again as the preasure goes down when the carburator open's. The pump only helps the fuel from the tank. It seem's like dirt in your carburator. The reason it wont start after 3 minutes is the excess petrol in the carburator has evaporated hence need to pour more in. Check all pipes filters and carburator for dirt.
