How do I graph y = 5(x-10) and y = 3x on the same graph where x min = 0

Just open the Y= editor, and type in the two functions, one on each line. Make sure that the = signs remain highlighted when you move cursor on some other lines (Y3, or Y4).
Then open the Window utility and set Xmin=0
After graphs are drawn you can use the CALC utility to find the Intersection of the two lines.

How do I make a percent and delta sign?

Sorry, the TI83/83Plus/84/84PLUS/ Silver edition do not have a key or a command to calculate a %, or enter a % symbol. They do not have Greek alphabet letters either.
However in the Finance application there is a TVM variable called tvm_I% but you cannot isolate the % symbol. Similarly, in the TABLE setup you have DeltaTbl variable that fixes the step in a table, but you cannot isolate the Delta symbol.

These are the native capabilities of this family of calculators, and that does not mean that there does not exist a third-party program that can do what you want. You can look on the ticalc.org website.

Just wondering, why would you need these particular symbols when they mean nothing to the calculator?

The memory button on my TI-84 Plus will not function

If you connect it to the computer using ti connect device explorer you can try to do everything from there. Manage your memory. If you saying the plus sign is broke too, because it is the memory key too. I wonder if you "+">a would work. Just 2nd recall "a" when you need the plus sign. You can store it in any variable you want. Setting up systems to operate your calculator's memory management can be done on command or Entry Line. Much easier with Ti connect. You don't really need the plus sign or memory key to run very good memory management programs. Just remember to download from this site my ti 84 plus silver manual on how unarchive and run programs. I really don't recommend taking the calculator apart, they usually end up broke at that point.

Freezing is a HD problem. Do you hear clicking sometimes? Sometimes on boot up is there a foler with a questionmark in it? I would get your hard drive looked at, this is the reason disc utility fails. Your hard drive has a hiccup.
