You have bad caps on the SMPS. Replace the caps or get a new SMPS. Caps would be cheaper but if you don't know how to solder then you will have to pay some one, which then it would probably still be cheaper. The caps that you will need are either 1000uf 10V or 2200uf 10V. Not sure which one but it will say it on the caps once you remove the SMPS.

Have the starter or solenoid checked. It's possible to get second hand parts from a Salvage/Breakers yard. If you don't mind getting dirty and can use basic hand tool. You may want to invest in a Repair Manual: http://www.amazon.com/gp/product/156392336X/ref=as_li_ss_tl?ie=UTF8&tag=toyota0d-20&linkCode=as2&camp=1789&creative=390957&creativeASIN=156392336X It can be very useful for a DIY'er .

The tv was re conneceted after 2 wks. It played

Try connecting the TV directly to a different wall outlet and check. If the issue persists, try power resetting the TV. Turn Off the TV and remove the power plug from the wall outlet for 1 minute and reconnect it and check the operation. If the issue persists, then the TV requires service.

Tv wont turn on

Mine was doing that then it quit even turning on too so I replaced the 4 Capacitors today on the power supply board that had bulged up on the top 3 had split open they where on the top right corner of the board where the ribbon jumps from the power board to the main board with ones from Jameco Part Number 606521 they worked perfect but make sure you put them in with the correct polarity easy to do just keep an eye on it. Very simple repair and took me about 30 min to take itapart solder on the new ones and put it back together all for under $10.

RCA SCENIUM MODEL D44LPW134 IS MY BULB BLOWN?

If this is a DLP, which I believe it is, your bulb is blown. Look for an indicator light on the front of the tv. After you hear the bulb try to warm up two or three times the indicator light should come on and stay on steady.
I own a 57" Mitsubishi DLP and have replaced the bulb three times now. It was the latest and greatest technology when I bought it, but knowing what I know, I dont think I would buy another DLP.
By the way, get the bulb number then check ebay, by far the best prices.
