Sometimes a bug gets inbetween the main contactor, this preventing the contact to close all the way. The contactor is located at the end of the electrical wires inside the unit. Be sure to unplug the power cord before checking the contactor.

Oven takes 1 1/2 hours to heat up. everything else works fine

You don't mention whether it is gas or electric. Electric it could be the bake element bad and if gas it could be a bad oven igniter

Light flashing says check filter. Dryer wont heat up? What filter and where is it located

The filter screen check light is just a reminder indicator. It will always come on whenever you turn on the power. As for the heat, you didn't state whether it's electric or gas.

Elderly tenant unable to use oven as they don't know how to turn it on. elements work ok as new so what is the trick. manual not avl from owner of rental house

You have not mentioned the make model of the oven, whether it is gas or electric.
Please check for gas line, gas valve, gas regulator to open and ignite.
If electric make sure there is power at the outlet, if the circuit has tripped, check mains.
Please consult your landlord before you pull out any units as he could be the best help.

Dryer operates, but there is no heat and clothes don't dry. Checked the circuit breakers and they are working

The problem depends on whether you've got an electric machine or gas.
If its electric its probably the heating element. If gas its probably a bad glow plug (igniter).
Both are fairly inexpensive to replace.

I have some confusion about what you are asking......

There is no such thing as "Hydronic Electric Baseboards"......

I am assuming you are referring to the oil filled baseboard heaters. If so....

The same amount of btu's required to heat a space remain the same whether the elements heat a liquid to warm the air or whether they heat the air directly, the same amount of wattage will be consumed. So, their is no more or less efficiency between the two.

If you are referring to "Hydronic Baseboard Heaters" (these baseboards are fed from a boiler with a pump) Then....I will assume that it is a gas boiler. In which case, the gas boiler would be more cost efficient to operate. If it is an electric the same rule applies as above......the cost is the same.

Oven problems

need to know whether you are dealing with a gas or electric oven. if it is electric then there could be a problem with the heating circuit, the element. if it is gas then again it could be a problem with the heating circuit, or ignition system. first check incoming power ie breaker or plug. if gas make sure you have unit plugged in and there are no gas valves turned off. If all of those check out fine then the problem is with your oven. in which case if you are not comfortable working on the innards of your oven call a certified technician.
