Question about Dell Inspiron 2650 Notebook
Reboot the computer and start press the DELETE key or the key the screen tells you to use to get into SETUP mode
Once in setup, find a menu item that you can set the boot sequence and change the boot sequence so that the CD-ROM/DVD optical drive is the first device. Now SAVE & EXIT, Put the recovery CD in and reboot your computer. It will now boot from the operating system CD, follow the on screen instructions to complete the reinstallation of Windows XP

Please clarify, did you boot the system from CD-Rom using the XP Cd or you were trying to install it like.. "upgrade" ?. If there's no problem deleting all the files saved/installed on the C: drive, better boot from the CD-Rom and try again.
