You need to give more info in order for a diagnosis. Is this a compact stack unit or an all -in -one unit or an interconnected washer/dryer pair ? Is it front load or top load washer ? What do you mean by "dry cycle"? Is that dryer cycle or is it washer cycle without water ?
Usually when water cannot be drained it is a bad coupling connector on the motor drive, or a bad or clogged pump (small socks have been known to get sucked in an lodged in the pumps); in either case you need a good mechanic or a service person to handle the repair because it requires opening up the shell of the unit and getting to the motor/pump assembly. As always, disconnect the power cord before diving into the unit. Good Luck, Macgivor.

SOURCE: Won't Rinsing
Check for a cold water supply problem, since cold water is what is used in the rinse cycle. Check the water inlet valve (pay special attention to the cold water side). Unplug the machine, turn off the water, and remove the water supply hoses. Check the small metal screens inside the openings on the valve. Make sure they are clear of rust or debris. Check the solenoids using a multimeter or ohmmeter. Check for continuity. A lack of continuity means a bad solenoid and the water inlet valve assy will need replaced. Very sorry for your trouble and I hope this helped. Best wishes.

you probably closed the lid to hard and broke the switch that tells the machine that it is closed. So the machine thinks the lid is open and for saftey reasons will not operate. I had the same problem. You can buy a new switch for about $10 or you can simply cuts the wires for the switch and wire them together. If you do this be warned that the machine will never know if the lid is open or closed. The machine will assume that the lid is always closed. But it will work also.
