I've had quite a few of these in my shop, and the problem is usually the power supply. Additionally, when the power supply goes out, it can do damage to the motherboard as well. First try swapping out the power supply and if that doesn't fix it, you will probably need a new motherboard.

My emachine battery is on 14% and i leave it for a day to charge but it stays on 14%

Usually on laptops there is a way to reset the battery in the BIOS. When the computer first starts booting it will usually tell you what key to hit to enter BIOS, or sometimes it will say to enter setup. The most common are F1, F2, F10, and Del. Once you are in the BIOS setup look around for something that says test battery, or clear battery memory. Once you have told it to run it will usually want to completely discharge the battery, then charge it again and that will reset the measurements on the battery charge. If that does not work then the battery is most likely bad and will probably need to be replaced. You can continue using the laptop without the battery but you would need to keep it plugged in when you are using it.

HOW TO USE EMACHINES RECOVERY DISCS

Turn your computer on.
When you see "Press <BLAH> to enter BIOS SETUP mode", press the <BLAH> key.

Change the "boot-order" to select your CD/DVD drive as the "first" boot device.

Put the first recovery-disk into your CD/DVD drive.

Save-and-exit from BIOS SETUP.

Your computer will "boot" from the media in the CD/DVD drive, and thus will start the "recovery" process.

Sometimes this problem happens when your CMOS battery already dead. Replace the CMOS battery and run F4 to setup the date and time. Save it and you back to business.
