Only the fan at the compressor turns on and off with the compressor cycle. The evaporator fan runs steady to maintain air circulation and temperature balance and to affect evaporator defrost in the off cycle. Sometimes the condenser fan will run continuously to assist in the evaporation of condensed moisture from the evaporator drainage.

This problem could occur due to various reason.First you have to resolve for the cause of the issue.
First Check the back wall or floor of the freezer section for frost.The Freezer(evaporator) fan is running?.This fan problem is very hard to detect.
The DC motor for the fan wears out the RPM's are effected.It gives the illusion that it is running fine,but it don't have enough force to supply air circulation for both the freezer
and the refrigerator See weather the condenser coil for
blockage from dust and the condenser fan is running.
Usually the defrost timer could solve this issue.It may be located below or back of the refrigerator.Some times it may be located in the side to for side refrigerator.
Locate the timer and rotate the clutch head screw clockwise until you hear one audible click. That puts the system into defrost mode. If the system restarts after 30-35 minutes.
Then there is no problem with Defrost timer.
Understand the flow of cold air is from freezer this is controlled by Temperature control unit.The temperature looks like the below diagram
Remove the front knob
There will be a pair of wire type connections attached with Temperature control unit.
Set the ohms setting on your multitester to X1 and attach one probe to each terminal. Turn the temperature control to off or to the warmest setting if there is no off position. The multitester should give you a reading of infinity if the control is on off and a reading of near infinity if there is no off position. Then turn the control to the coldest setting and retest. Now, the multitester should give you a reading of zero. If both of these tests are not passed, the control needs to be replaced.
