In such a situation several factors can be attributed to the cause. To isolate the problem i would suggest you perform the following short test. Try calling the customer self service of your mobile provider if volume is still low, try calling a number if the volume is still low then the problem is from your phone speaker and the speaker need to be replaced.
If on the other hand any of the above happens to have a high volume then the problem is from the message center and the only thing which can be done in such an instance is to complain to your service provider. feel free to send a feedback.
