engines don't "pull" fuel to carb , it either gravity flows (tank over top carb) there or its pumped there , I do believe the kohler engines from 8 hp thru 25 hp use a vacuum activated fuel pump (three hoses on it) these do go bad over time and need replaced , also there are fuel filters on all these engines that need to be replaced seasonally they are not cleanable there disposable
Check movement of the governor arm without it running. You should be able to move it by hand. If it is stuck, it could be the idle solenoid, or possibly something else more major.
The engine has low oil level shutdown. It may be the reason for stopping.
Use the welder only at level condition. Check the oil level, before every start. If no result, find and check the oil sensor contact (if possible replace with good to check). Try with disconnected and shortened contact prior to buying a new one.

my 20 hp onan won't start it's getting fuel and spark. it will fire and almost run then stop. and a few times poped back through the carb. it has good compresson .and the flywheel key has been replaced
