This can be a power supply failure. Here are the few steps to troubleshoot this issue:
1. try to unplug and replug back in each cables (that are connected to the motherboard) one after the other.
2. then reboot.
If this doesn't work,:
3. try to reset the bios by removing the battery letting it sit for a minute then put it back in. This will load the default settings of your bios and can help correct a wrong configuration that was been done to the bios.
If all else fails you need to replace the power supply.
