When the DST short test fails it means you hard drive has failed. You need to get in contact with Dell and see if you can get the it repaired or replaced. You will have to pay for the repair if your computer is not under warranty or does not have the extended service plan on it.
In order to check if your warranty is still valid you can go to support.dell.com and look under Warranty Information - > Warranty Status or you can call dell technical support.
