One reason why it is not recognized is that the ports that you connected to it is not working. You try to restart the pc and insert the USB HDD to any ports available on your pc. You might try to use another USB cable to isolate the problem. If symptom persist, the USB driver is the one that is not working. You might try to uninstall/reinstall the USB driver and then insert the USB HDD in your system...

The questions I have for you is what version of Windows is on the computer that the drive is working on and what version is on the computer the drive is not working on?
I ask this because I had an external that would not be detected by my ether of my XP computers. However at the time I had a friend that had a computer with Vista on it and it would see the drive. He would run disk clean up on the drive on his system and it would work for some time with my XP system and then I would have the same problem.
I did learn later on that Vista and 7 do not use MBR for the file table so it is possible that if you do a format on the drive to rebuild the MBR this might fix the problem. I never got a chance to try this with that drive because it had gotten stolen.

Letter conflict: windows has assigned to the disk a letter that is already in use.
In the Computer Management window, under Storage, click on Disk Management to see a list of drives connected to your machine. You should be able to determine which one is the drive you're trying to access by its size and format type. Right-click on the drive and select Change Drive Letter and Paths option, click on the Change button. Select from a list of drive letters to rename it. Pick a letter toward the end of the alphabet for best results. You will be prompted with a warning dialogue making sure you want to change the drive letter, click Yes.
That should be it, now it will be visible.

I don't know whether it's showing on the My Computer or not, since you didn't mention it. Sometimes external Hdd shows up in the My Computer without drive name i.e. Unknown device etc.. In that case, assigning the Drive letter from the Disk Management will fix the issue.
First try this, remove all the usb devices connected on your computer, restart your computer and connect the Hdd through the usb port (the device connected through the usb port on the computer should be only the hdd you are trying to fix).
Now directly get into the Device Manager and navigate to the Disk Management, then right-click on the drive and assign a new drive letter name.
On the other hand, this is not possible for few reasons, but the fact is because of virus/spyware,etc..etc.. in that case, no need to try this, better run a full system scan using an updated antivirus, not only one antivirus is recommended, you should try installing, scanning and uninstalling with several antiviruses (there are many free antiviruses available online and don't ever install two/multiple antivirus/es at a time on a system).
I can't give you specific solution right now, but let me know after you are done with this.
It may be showing in the Device Manager's devices lists, but it may not show up on the My Computer, but at least it should show up on the Disk Management if it shows on the Device Manager.
