The USB ports might have to be enabled in the BIOS start up procedure.
Press F2 on some machines whilst booting up to get into these menu pages.
Navigate using "tab" or arrow keys do not alter anything untill you are confident you can operate these pages
save and quit or discard changes
change values using enter key--find here to enable usb ports/hub
