Does the power switch supposed to be on in a newpoint surge protector S75t?

Yes. Otherwise it will not release power to the outlets.

I looked for the specific manual for your surge protector, but I was only able to find one for another Newpoint model (RX50TA). These are all pretty much the same from one brand or model to the next so the information should be sufficient to backup my assertion here. You will find a line on page 2 that states power will not be supplied to the outlets when the power to the surge protector is off. Surge protectors automatically turn off (or trip) to protect your equipment.

AVR always kinking off.

This means that the power is not a constant, stable 120 V. There is something going on with your power infrastructure that is causing the voltage to fluctuate enough to set off the AVR trim.

The battery backup is beeping intermittently, but the power is not fluctuating. Does the battery backup require a new battery???

If it's more than 3-4 years old chances are the batteries need replacement. Typical lifespans are 3-5 years on most batteries.

check whether the batterries are ok, if  yes check whether the system is charging.

No back-up

YOur UPs is defective. Check the battery. DId you connect it when you first set it up?
