Remove everything but the memory and VGA. Sometimes not regognized / wrong settings at the hard disks / dvds cause the bis to froze. Start up without drives and check the settings.

Make sure you set the primary graphics in the bios to pic-e and you will likely have to upgrade your power supply as this card requires at least a 400 watt you pc came with a 285 watt not near enough power for this video card and could be your problem

Computer turns on but nothing is dispalyed

You say the PC turns on... does this mean that it goes through POST (u hear those beeps etc)? This means that you have power but no apparently no video.

Test for VIDEO in the most basic form
Power up PC and see if u can access the BIOS (F2). If u can access the BIOS then it means your video card works.

If u cannot access the BIOS, it means you have a more severe problem and may have to change the system board to resolve it.

PLEASE NOTE
If you are actually getting NO POWER (meaning that there is no post and no indication of power) then it is a different story altogether. U're looking at a new power supply or new system board if it's integrated on the board and cannot be replaced.

Dimension 4400 nothing happens when i power up cd doesn't read hard drive doesn't turn the only thing it does is startup beep

The bios is configured to boot to CD? Monitor turns on, and you can see the Bios? HardDrive has an OS installed? There may also be a ram / motherboard issue. I would also test the video card. But I would start by Unplugging the power cord, and reseting the Bios. If you know which jumper, use it, if not just remove and after about thirty seconds re-install the onboard QUATER battery. After this boot to Bios, check all the Boot - Drive parameters and try to boot up. If that fails continue with the Ram Check, the Motherboard, and the HardDrive, and the Video Card. Hope this helps.

I just installed a new sapphire radeon atlantis 9600 pro video card 256GB ... everything installed and ran well until it restarted...now the monitor will not receive signal

check the bios and make sure that the onbord video is disabled, pull battery off the motherboard and reset everything if nothing else works, Be sure to plug monitor into the onboard video card so u can access the bios, also check that cable is snug at both ends(i know silly but you would be amazed) if stilll nothing fallback on other videocard and test new card in another computer, was the videocard seated snugly and tightened down good?

You will need to flash the graphics bios of you comp. Put the CD that you got along with the Card and reboot your computer and then follow the onscreen instructions to flash it.

Let me know if you need more help!
