The beeps that you are explaing it could very easily be a RAM chip failure. Not 100% on that it really depends on the exact beep code

Everytime i boot my pc,it beeps 2x,then black screen,so i have to reboot again

The beeping is caused by your computers POST( Power On Self Test - learn something new everyday! ;) )
Find your motherboard manual, and have a look in it for beep codes, or error codes. The number of beeps will let you know what kind of problem you're dealing with.
If all is well in POST, your computer should only beep once, and continue.
Can you get into BIOS at all, or does it just show you your videocard info on bootup, then black screen?

Please help me with my problem. My Avast 4.8 anti-virus was disabled due to RPC ERROR. Can you give me tips how to FIX RPC ERROR in Avast anti-virus?

Uninstall Avast, run a system and registry cleaner, download (as in  Save, not Run) a new Avast installer, wait for the download to end and launch it. Once the install is finished accept the boot scan option, register it again and reboot. After the scan is finished just reboot one more time and you're done.

Hp elitebook 6940p bartpe bluescreen on bootup

These are the steps that you need to take, and the instructions on how to do it:
1. Reboot into Safemode
2. Run a virus and spyware scanner
3. Defrag
4. Scandisk
5. Registry error repairing
6.Reboot into regular mode windows

Here is how to do it:
Reboot yor machine while holding the F8 key right as it boots back up. A menu will apear. Choose -->"start windows in safe mode with networking".
Windows will start in safe mode. Run an AVG virus scan, then run Defrag by exploring your computer, right click on C: drive, click PROPERTIES, then the TOOLS tab, click the "check now" button, and only checkmark the top box 'fix file system errors', then click ok, the computer will then tell you it will scan upon next reboot., Now click the DEFRAG NOW button. the choose defrag. After Defrag runs for about an hour and it is finished, restart the system. If is still won't run normally, go back into Safemode buy pressing F8 on reboot, then run a registry fixing program such as uniblue registrybooster, then reboot again. If it still won't run right, you may want to reinstall Windows and see if that works. If reinstalling windows doesn't fix it, it may be a hardware problem.
PRINT THESE INSTRUCTIONS AND KEEP A COPY NEAR YOUR SYSTEM FOR FUTURE PROBLEMS. THIS SERIES OF STEPS CAN FIX MANY PROBLEMS
Good luck.
James.

Bootup

Ed,

Are you referring to the white underscore in the upper left corner of the monitor on bootup? It is very likely that a device driver is hanging on boot up.

To find out which one:
1. Upon restart, press F8 (several times) to force the Windows startup menu to load.
2. When the menu loads, select the option that allows you to manually confirm or deny the loading of each device driver.
3. When you have discovered which driver is not loading, perform another reboot, and do the step by step confirmation again, and say NO to that driver.
4. Finish loading windows, and correct the issue with the offending driver.
5. Reboot yet again, and allow windows to load normally.
