I have pop up blocker on and all types of pop ups are popping up and I am unable to turn windows update on

- Which pop-up blocker are you using? Internet Explorer 7 has its own pop-up blocker which I suspect you are talking about. If you have spyware on your computer you can still get popups. Download, install, and run Hitman Pro. This will run several anti-malware programs automatically for you and clean up almost anything hiding on your computer that could cause this.
- Malware can prevent you from updating Windows Update. After running Hitman Pro try it again. If you still can't then you may need to re-enable the Windows Update service. right-click on My Computer and select Manage. Expand the Services and Applications category on the left and select Services under it. On the right, find the Automatic Updates service and make sure that it is started. If not, right-click it and select Start.

Popup blocker has three levels of strength, low, medium, and high.
In high, all pop ups are blocked, and if this is your desire, then open internet explorer, choose Tools / Pop up blocker settings / and toward the bottom of the screen you will see an option to set the pop up block level to 'high'.
If this is not the problem, and you still have pop-ups, then you most certainly have spyware / adware on your computer.
In this case download 'Spybot' (google for it), install, update, and 'scan for problems'. This is totally 'freeware', and will never cost you money.
Watch as it digs out severe problems from your computer and the pop-ups disappear.
