The solution from testy helped me but I decided to change it.
I cut the plastic latch away from the end of the interlock,just the little bar that holds the door closed.This means that the lock position doesn't affect the door.
I then used the little piece of plastic to act as 2 packing pieces to hold the lock half closed. This works fine.
Don't push the lock fully closed or it doesn't work

I assume this is a clothing washer, not a Kitchen Range.
It is likely one of two possible problems. Either there is some debris (rust, minerals etc) partially blocking the inlet valve, or the inlet valve is malfunctioning and not opening correctly.
Where the cold water hose attaches to the machine is the inlet valve. This will have a small wire basket filter in it. You should turn off the cold water at the wall side of the hose. (Turn off both to be safe. Disconnect the cold hose from machine. Expect to see some residual water from hose, and possibly a seepage continuing as the shut off faucets are not usually great. You'll probably need some channel lock pliers to loosen the connection. Just unscrews.
When you remove the hose from the valve, see if any blockage at the wire filter. If it looks fairly clear, then the valve itself is probably faulty and needs replacement. If lot of crud in there, pick and clean it out as best you can. Do not try to remove or open up the wire filter or you will have trouble inlet valve. Replace hose making sure to include the rubber washer, and tighen with the pliers.
Often the hot and cold valves are one unit. and replaced together.

There is a separate motor for all of the draining parts of the cycles.
I would gently suggest as a first step that you clean the drain motor lint tray/filter. So many 'faults' are caused by blocked filters and many machines will not even go to spin or release the door lock if there is any water still left inside.
Here are my complete guidance notes for checking both the drain motor filter and the drain motor ;-0)
If you are unsure where the filter is, it is often behind the front lower (kick) panel (or in some machines at the rear in an awkward position!) and most are held in by a round cover/knob. Sometimes the filter will not come out with the cover and you will have to persuade it to come out to play!
REMOVE POWER AND ENSURE YOU HAVE A WATER RECEPTACLE/RAGS TO SOAK UP THE WATER WHICH IS BOUND TO POUR OUT!
It's surprising what people have found in theirs! It is always worthwhile checking it on a regular basis.
Now- whilst the filter is removed it is normally possible to see the drain motor and ensure it is not jammed by a foreign object such as a needle or a toothpick. It should be able to be turned by hand/finger- the power IS OFF!
At this point it is also possible to test if the motor works. No clothes or water in the machine, select a spin cycle and put the power back on. You should be able to see the motor turning at some point, possibly straight away. Using something suitable like a glove see if it is easy to briefly slow the motor down. If it is easy then the motor is malfunctioning!
