Pull the plastic drain tank out and locate the switch on the inside, top left corner. It looks like a push button. Push it and release it and see if you see the light come on and go out. If it does then your problem is with the float lever, it is most likely stuck so that it is not pushing on the switch when you slide the drain tank in, or the float lever may have broken off so that it does not push the switch giving it a faulty signal.
On the other hand, if pushing and releasing the witch does not change the light from flasing then you either have a faulty switch or the problem with the board

I have a LHD 459ELT9 dehumidifier. Is this the high or low temperature model? I am dehumidifing a root cellar and the temperature is normally about 50-55 degrees.

Mike, the LT in the model number, usually indicates that it's a low temperature model. If you root cellar has an unpaved or unfinished floor, I would highly recommend that you raise the dehumidifier at least up a foot or two, off the floor. As the ground temperature is colder than the air temperature at shoulder level. Plus, it will help keep insects and critters out of it. Use something sturdy, that can handle the weight of the unit, plus a full bucket of water. Even if you are going to use the hose drain feature, rather than the bucket, I would still get it up off the floor.

Hope this helped you. Please let me know. Thanks.

I have a LHD 45ELY8 Dehumidifier and it keeps coming up with the error message CH 1 and says the bucket is full. There is no water in the bucket.

Here is a tip that explains what can be happening to make the dehumidifier show that the bucket is full when it is not.

I have an lg dehumidifier LHD 45EL. The humidity reading reads 15% higher than a stand alone humidistat and the unit will go on for a short time even though the set humidity level is 70%. What gives?

Possibly the primary humidity sensor behind right side grill. Unit MUST be unplugged from outlet. Take right side grill out, unplug sensor from wire socket and plug back. If no help, you need new sensor.
