My daugther bought a Dell xps 200 at a yard sale over a year ago and she has never been able to log onto it because it has an administrator password on it and it won't allow you to do anything without it. ...

Please check site below. You can disable the motherboard password via a jumper settings.
If the administrator password you are telling about is for windows, then you just have to reformat the hard disk and install the operating system you want.

Thought it was the western digital harddrive,bought a new harddrive and the problem is the same. The computer when running gets very loud. Now I am wondering if the problem is actually the power supply....

Your P.C. may need cleaning inside, Dust may of gathered in Fans, HeatSink, etc. When you connect things to your P.C. normally extra power is needed from help run the process. Hence why your P.C. gets more noisier and things get hotter needing the fans to cool them. Or your Power Supply Unit (PSU) replacing for more Watts.

How do I get the side off a dell xps200 to blow air on noisy fan?

This depends on the case design Dell uses for that model. If it is the **** shell design then there should be a button on the top and bottom of the case that must be pushed together to release the side. While depressed you would swing the side out but it never comes off, just opens outward. If it is a standard case then there should be one or two screws or thumbscrews on the outer edge of the removable side on the back. These would need removed and then the side would slide off. Hope these help.

I have a dell xps200 need to upgrade power supply to at least 400watt for radeon hd4670 video card is there a solution?

400watt is not high for a power supply. But you have to check your your motherboard specs first. It also puts out +5, +12, for smaller units on the motherboard. If you put out more than that for the smaller units then the motherboard will fry.
