Question about Belkin Wireless Play Max Router (F7D4301)
First thought is that the router could be bad, however, there are many possibilities as to why it's not working.
Here's their setup advice (which you've probably done correctly):
Fast, Easy Three-step Setup
An easy three-step setup will get you up and running in minutes. Simply plug the Play Max into your modem, plug the router into the wall, and insert the included startup CD into your computer for quick, painless on-screen setup. To set up your network, you will need a computer with a Windows XP (32), Windows Vista (32/64), or Mac OS X operating system; an installed network interface card and TCP/IP networking protocol; Internet Explorer, Firefox, or Safari; and minimum 64 MB RAM. You will also need a minimum 1.8GHz processor and 512 MB RAM. In addition, you should allow for 100 MB of disk space per 1000 songs.

Anyway, it says to connect the router then install the CD. On some devices, this doesn't work, you have to install the CD, then connect the device. Not sure if that's your problem, but if you reinstall the Belkin CD, and then go through the process again, you might have luck. That fixed one setup problem for me awhile back.

I hope you connected the router as in below diagram
1.Connect your Router’s Ethernet cable to your modem’s Ethernet port (on the back of your modem).This port might be labeled differently on your particular modem.
2.Plug the Router’s power supply into a wall outlet.
3.Put the CD into your computer.If the CD doesn’t open automatically, please browse to your CD drive and double-click on the Belkin Setup CD icon.
4.Click the Setup icon on the CD menu.
After a brief installation, the setup software will ask you for the network name and password from the network information card that is attached to your Router.Store the card under the base of your Router for future reference.
A progress screen will appear while additional software is installed. This may take a few minutes to complete.Once finished, a “Success” message will appear indicating that you are connected to the Internet via your new Belkin Router.
During setup you may be asked for additional information.
You may need to enter a username and password provided by your ISP.This username and password is likely to be found on materials that came from your ISP when you signed up for service.If necessary, you may need to contact your ISP to retrieve your username and password.
If you have a static IP address, you may need to enter additional information also provided by your ISP.

You can follow these steps in manually configuring your router to work with Verizon.
1. Connect computer to any of the numbered ports on your router.
2. Connect modem to the WAN port or INTERNET port of the router.
3.Open a web browser like Internet Explorer or Firefox. Type this number on the address 220.127.116.11
4.You should see a box prompting you for your password. Enter your password now. By default your password is blank. Click the Log In button to log in to your router.
5.Under Internet WAN , go to Connection type and set it to PPPOE and input your Verizon email username and password then save the settings
6.once done with that power off the modem , router and computer for 1 minute then power them on and check if its working now.
