Question about Samsung SyncMaster 931B 19" LCD Monitor
There is a main AC fuse, but since you are getting indicator light, it means the main AC fuse is good. I would look inside for burnt parts, bad caps, etc first. Post the picture of the board will help.

Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply (they should be replaced in a set), blown fuses; poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps).
