I have a GE Arctica side-by-side refrigerator/freezer. The water dispenser hasn't work in years (I replaced the filter but that didn't work) but the ice maker always did. Now, the ice maker has stopped working, but the arm inside turns. I'm assuming there's a problem with the water production, but where should I begin to find out what the problem is???

its either the ptc overload on the units compressor is bad and is easily replaced by unplugging the old and replacing with a new replacement,the only other thing it may be is the cold control for setting the temp of the freezer/refrigerator,but normally these don't go out
The water dispenser and the icemaker both operate on different soleniods on the water valve so the chances of a bad valve are slim. I would assume you issue is in your water supply. The easiest thing you could try first would be to check your saddle valve that taps into your main water line to supply the ref. They are known for calcium deposits which obstruct the flow of water. This issue is IDed by very slow water pressure through th door. If its gunked your icemaker fill tube may also be frozen.
Check the little damper door next the water filter at top inside the unit. You will have to remove the covers to get it. The little plastic ends will break off and then you can not control the temperture it act like a freezer. Hope this helps Also you can get this part online.
