First make sure that you don't have any devices straining the network. Culprits of this could be spyware on one of your user's machines, someone downloading large amounts on your network, and an unsecured network that allows anyone to connect.

A possible way to eliminate the router being the issue would be to disable the wireless access through the router's administrative panel, and then connecting directly to the router with an ethernet cable. Before doing this run a speed test at http://www.speedtest.net/ and then disable the wireless.Try surfing the web to see if there is a noticeable difference, and then run another speed test.
