Known issue: cheaply made.
First, look at the screen in darkened room to see if you can see any slight glow from the screen, if it does, then the problem can be the T-CON (not getting the 12vdc) or the main logic board not feeding the signals to the T-CON board.
if not, next place to check will be the power supply module, make sure it has 24vdc which is required by the backlight inverter to work, the reason for not having 24vdc can be from bad DC filter caps (leaking/bulging top, high ESR) or short circuits in the inverter board which will cause the 24vdc supply to go into shutdown mode, so you may have to disconnect the power cable that feed the inverter board to see if the 24vdc will work without the inverter board hookup, you will need to apply about 3~4 amp of load to the 24vdc to make sure it can handle that. There are fuses on the backlight inverter boards also. So there are some troubleshoot you will have to do to find out the causes of the problem you are having.

try to disconnect all the output connector from the power supply plug the power supply to the wall outlet then using a voltage meter measure the output make sure you have 5v 12v and 24v output..If one of this voltage is missing then you have to replace a fusible resistor at the power supply..but After powering the power supply and all the output are present and you plug inn the output connector and the 12 and 24 drops then that is a problem on the inverter board and to the audio board you need to replace them...inverter boards is available online at shopjimmy.com

It means the feedback circuits for regulating the 12/24vdc is not working, use 12v car bulb (1157) to load down the 12vdc supply and two 1157 is series to load down the 24vdc power supply and see it if still rises up, the stange thing is that you said it rises to 36vdc (12 + 24 = 36), is it being measure correctly?

I think your insignia is set for SHOP mode instead of HOME mode. I changed mine to HOME and it's working fine now. Press your menu button and then scroll down to setup. You're looking for Plug and PLay which should be the very first choice. If it's greyed out as mine was you'll have to change your imput from HDMI to TV in order to get to the P&P. Once you're in the Plug and Play your first choice is language. The second should be SHOP or HOME. Make sure to select HOME. You can skip scanning for channels. This fixed my problem with the blue light. The store uses SHOP so if someone plays around and changes something, all they have to do is shut off the TV and turn it back on. Please let me know if this works.
