If you provide wrong PIN for 3 times, the sim will not be completely locked. You have another chance. You can enter the PUK code and you can unlock the sim. To get PUK code, call customer care from some one's phone and follow the IVR. You will get the code immediately. Enter it and unlock.
PUK code stands for pin unlock code. It comes when you enter wrong code for your pin code three times. It is a security feature of your sim card to avoid unauthorised access.
