A friend of mine gave me thier treadmill for this exact reason. I took it appart and the problem was a blown fuse on the board in the motor compartment. It is right below where the main power goes into the board and if it is blown it should appear white. I replaced it and the treadmill works good as new!

It sounds like the problem could be the wire from the console down to the motor control board has come undone or partly undone. you need to take the console off and see if the wires are conected properly. if this isnt the problem then the console might have fried somehow, possible from the same reason, the wires came disconnected and shorted out on something.
